TAN HIEP 2 WATER PLANT

1. Requirement and current conditions

1.1.    Requirement and current condition

-             Requirement: increasing water supply capacity to meet the demand of clean water usage of Ho Chi Minh City in period 2014 – 2020.

-             Current condition: Saigon water system project has been planned for a long time ago, it has all necessary conditions to be carried out quickly:

+    Has experience in doing the 1st phase of the project

+    Space area of raw water pump station, raw water pipe system and clean water pipe system corridors and space area of water processing plant have already been cleaned and planned for 2nd phase of the project.

+    Some construction works have already been built for both phases of the project.

+    In case Dau Tieng Lake is unable to control the activity of discharging saline water in the dry season months as its duty, the raw water pump station might not work 100% of its capacity during 1-2 months in the dry season.

1.2.    Objective: construction and installation of Saigon river water supply system phase 2 with capacity of 300.000m3/day to supply water to districts in the western and east-west of the city.

1.3. Capacity, location, total area, construction items, land

-  Estimated capacity: 300,000m³/day

-  Location: Cu Chi district - Hoc Mon district, HCMC.

-  Construction items:

a. Raw water pump station:

+ Install 2 raw water pump stations (having frequency transformer) with the capacity and technical criteria as same as those of three pump stations installed in the phase 1. Characteristics of the pumps: Q=6.800m3/h; H=42m; N=1.400KW; h=950circle/munite.

+ Install 2 voltage transformers with capacity of 2,500KVA.

+ Install 2 lime volume control pumps as same capacity of the existing pump for chemical plant.

+ Enclosure and some other construction items have been built in the Saigon river water supply system phase 1 and they are continuously used in Phase 2.

b. Raw water pipe system:

+ install a pipe system with 9,093m long plus D2000mm along the corridor area which has been compensated in the phase 1.

+ Pipe material: choose one of two following kinds: fiber-glass reinforced plastic pipe (GRP) and pre-stressed concrete with steel core pipe (PCCP).

+ Along with D1500mm pipe system in the phase 1, D2000mm raw water pipe system in phase 2 will provide enough capacity for phase 3 with total transfer capacity of 930,000m3/day.

c. Tan Hiep 2 Water Plant, capacity of 300,000m3/day:

+ Increase capacity of Tan Hiep water plant to 600,000m3/day (water processing area has been built in phase 1 with capacity of 300.000m3/day).

+ water processing technological system of phase 2 will be built as same that of phase 1: collection work and raw water pump station ® mixing lime, preliminary chlorination ® raw water transfer pipe system ® mixing alum ® mixing basin ® sedimentation with suspension sludge layer basin ® mixing alum to stabilize water ®high-rate filter basin ® chlorinator ® clean water tank and pump station ® pipe system network.

Construction items:

¨   Reinforced concrete tank transferred water from water discharge control basin to mixing basin L=100m (100m basin has been built for phase 2 in phase 1 with same sector as the existing basin BxH=2,000x2,000).

¨   Mixing basin: build a 6m deep basin in the area of 309m2, .

¨   Sedimentation basin: 04 basins with 54m x 24m x 4,8m each.

¨   Filter tank: 12 tanks with 132m2 each equipped with automatic control devices.

¨   Clean water tank: 02 tanks with W=35,000m3 each.

¨   Water-absorbing basin: 01 basin with B x L x H = 8,000 x 41,000 x 6,200 located next to basin in phase 2.

¨   Main water transfer channel system: B x H = 2,500 x 1,500 and 3,000 x 1,500 transferred water from processing areas to basin and water-absorbing basin in phase 2.

¨   Clean water pump station: building a new station with capacity of 600,000m3/day with 05 pumping platforms. Installing 3 pumps (having frequency transformer) in phase 2 with capacity of 150,000m3/day (2 pumps for work and 1 for backup). VIWASE suggests that the investor has to equip 2 pumps installed into 2 standby locations of pump Station phase 1, including 1 pump with 150,000m3/day (having frequency transformer to receive water from Dong Canal) and 1 pump with capacity of 75,000m3/day (for controlling)

¨   Voltage transformer station: to build a new 15kV/6kV voltage transformer station located next to clean water pump station phase 2.

-           Total area: all construction items are built in the clean land area of phase 1 about 93,000m2 (not including clean water system built by Kenh Dong Water Supply J.S Company), including area for raw water pipe system is 60,000m2 and water processing area is 33,000m2.

1.4. Technology & conditions

 + Technology: using sedimentation with suspension sludge layer basin with flat bottom suitable with treatment technology built in phase 1.

+    Clean land, already compensated in phase 1.

+    Environment affection, flam proof, security: beside of the advantages of the project, it still has some negative effects: the work of exploiting a 7 m3/s water discharge of Saigon River at Ben Than in which if there are no certain control, low-water discharge with frequency 90-95% can be only 9 - 20 m3/s. And it does still not mention about saline infiltrated deeper, and even processing water does sometimes not qualify for drinking. Moreover, part of waste water from filter basin, mixing basin, … can make environment polluted. In the other point, the project objective is to improve living environment for millions of the City people.

-                Investment capital: (not including clean water system built by Kenh Dong Water Supply J.S Company):VND1,000 billion.

-                Form of investment: J.V

-                Investment period: 2011 – 2014
