4. Objectives of the project Canal 8 is a priority route of North-West Metropolitan Area Authority. Once completed, it will function as the backbone for urban expansion in the future. This road will be very important in terms of transport and urban development. It will connect the traffic arteries of Cu Chi and Long An provinces. At the same time, it will connect traffics and develop the 135ha – education zone of university and college moved from the city center to Highway 22 from Tam Tan street. Currently, the North-West Metropolitan Area Authority Management Board has signed a memorandum with foreign investors. To facilitate the investment, the transport system and infrastructure should take one step forward. From the above analysis, it can be concluded that the construction of Canal 8 Street is urgent and necessary.

9. Information on the project location 9.1. Location - Location specific: + Route along canal 8 located in the northwestern urban area, Cu Chi (The line goes through two communes of Tan Thong Hoi and Tan An Hoi) + Length of route: 4200 m long, cross road about 50 meters. - Contact area: There is National Highway 22 route goes through, the arterial route to the neighboring provinces of Tay Ninh City, Long An, Binh Duong, Dong Nai and Phnom Penh Capital (Cambodia). Electricity - The commune is currently having low voltage system of 87.309 km length - All major roads have lights. 100% of households use electricity directly from the national grid. The number of transformer stations: 06 stations meet the requirements, including 04 stations need upgrading. 9.4. Water The main water source for domestic and agricultural activities are groundwater and surface water from canals. 9.5. Communication services - Services available: Telephone, fax, postal and Internet. Each hamlet of the commune has 1 point for telecommunications and Internet access. Therefore, it is very convenient to people here to communicate, capture and exchange information. 9.6. Traffic - There is a lot of investment in roads, currently, the total number of existing roads of the commune is 125, length of 80.72 km in total. Of which: + The commune backbone, inter-commune has been asphalted: 12.08 km + The village backbone, inter-village is asphalted, hardened: 58.82 km + Smooth roads infield: 9.1 km -The status of some routes connecting with the project. + Trans-Asia road linking Ho Chi Minh City to Phnom Penh has been built and put into use in recent years, the road surface with asphalt concrete. Cross-section of QL22 includes 4 lanes for motor vehicle and 2 lanes for non-motorized vehicle. Width of the road about 25m. + Tam Tan: the road connecting An Ha Bridge to Tam Tan landfill area, close to An Ha and Thay Cai canals. Pavement is currently red gravel road, 4-6m wide. However it is heavily damaged. + Routes along canals 5 and 7 are the cart-track. - Main transportation: Motorcycles 9.7. Waste / wastewater disposal systems Solid waste has been collected, but there are still many spontaneous landfill in residential areas has not been relocated. Waste water from households is only preliminary treated and rejected directly into waterways. 9.8. Human resources Tan Thong Hoi workforce is relatively abundant with 23,628 people, accounting for 77% of the total population of the commune. In particular, workers in the agriculture, forestry and fisheries are 7965, accounting for 33.63% of the labor force of the commune; the rest 76.37% are working in the field of small industries, service commercial, civil servants, state employees, of which about 5,000 employees working in the business district and surrounding areas; this time there is still 1604 unemployment and only 21% (5.000/23.682) workers receiving short-term training to serve the needs of the enterprise. Number of labor force still in school age is 1,419, accounting for 6%.
10. Priority policies / Conditions to projects Incentives for enterprises to implement road construction projects along the canal 8 in the form of B.T contract: - To enjoy preferential import tariffs for goods imported for the construction of B.T under the provisions of law; - B.T enterprises are exempt from land rent and land use fees for the area used for construction of B.T during construction; - By the loose monetary policy, credit and stimulus packages to support the Government’s interest; - Corporate income tax for other projects depending on the applied field and investment areas in accordance with the provisions of investment law and the law on corporate income tax.
11. Market analysis - the investment needed Demand / need for investment: The North-West Metropolitan Area Authority Management Board has its planning project on construction of rate 1/5000 approved Decision No. 4919/QD-UBND October 29, 2009 of People’s Committee of Ho Chi Minh City and is now complete, approved detailed plans to build a scale of 1/2000 of functional areas.
