Objectives of the project Connection between Canal 5 street, Canal 7 street and with the transportation projects in urban area, contribute to complete transportation system according to general urban planning Northwest, creating interrelationships of higher education zone, colleges of 135 ha due to relocation from downtown to the Tan Phu Trung industrial Zone and Cu Chi golf course. Embellishment of the urban area, facilitation of the economic and social development. Improvement of people’s living conditions. Creation of new face for the Northwestern urban area.

9. Information on the project location 9.1. Location - Location specific: Road connected to channel 5 & 7 - Urban Northwest area is a internal route traffic linked between the vertical channel 5 and the vertical channel 7 in the transportation system of the urban Northwest, the position of construction site project belongs to Tan Thong Hoi commune, Cu Chi district, in the northwest of HCM city. Limit the scope of the project as follows: - Beginning of the project: channel number 7 – Northwest Urban. - The end of the project: Channel number 5 – Northwest Urban. - Contact area: There is National Highway 22 route goes through, the arterial routes to the neighboring provinces of Ho Chi Minh City such as Tay Ninh, Long An province and Phnom Penh city (Cambodia). - Thay Cai Canal and An Ha canal are significantly important waterways. Distance from the project to the city center, Tan Son Nhat Airport: around 25km 9.2. The state land - Type of soil: Mainly agricultural land - Clearance Status: No clearance 9.3. Electricity - The commune is currently having low voltage system of 87.309 km length - All major roads have lights. 100% of households use electricity directly from the national grid. The number of transformer stations: 06 stations meet the requirements, including 04 stations need upgrading. 9.4. Water - The main water supply 1200 of Kenh Dong‘s water factory along the route Canal 5 & 7. And route 200 along Canal 5 & 7 provides for the area. - The main water source mainly supplies for agricultures, and activities are the groundwater and surface water from canals. - The total water surface of commune is about 14.11 ha; focus on the area of ponds and lakes for aquaculture. According to a survey of underground water, commune has 5 water levels: upper, the depth less than 60m water is contaminated with salt; next 3 floors with depth from 100 - 400m, rich and quality groundwater; last level Miocene, very difficult. 9.5. Communication services - The commune is currently having low voltage system of 87.309 km length - All major roads have lights. 100% of households use electricity directly from the national grid. The number of transformer stations: 06 stations meet the requirements, including 04 stations need upgrading. 9.6. Traffic - There is a lot of investment in roads, currently, the total number of existing roads of the commune is 125, length of 80.72 km in total. Of which: + The commune backbone, inter-commune has been asphalted: 12.08 km + The village backbone, inter-village is asphalted, hardened: 58.82 km + Smooth roads infield: 9.1 km -The status of some routes connecting with the project. + Trans-Asia road linking Ho Chi Minh City to Phnom Penh has been built and put into use in recent years, the road surface with asphalt concrete. Cross-section of QL22 includes 4 lanes for motor vehicle and 2 lanes for non-motorized vehicle. Width of the road about 25m. + Tam Tan road: the road connecting An Ha Bridge to Tam Tan landfill area, close to An Ha and Thay Cai canals. Pavement is currently red gravel road, 4-6m wide. However it is heavily damaged. + Routes along canals 5 and 7 are the cart-track. - Main transportation: Motorcycles 9.7. Waste disposal systems / wastewater - Rain water drainage system: Route drainage channels running along the water line route is to regulate the sector and 5.6 channels and channel 7. - Waste water drainage system: 400 sewer main pipes connected to sewage systems along the channel 5 and channel 7. - Waste water from households only a few pre- treated waste directly into waterways. - Solid waste has been collected, but there are still many open-spontaneous landfills in residential areas has not been relocated. 9.8. Human resources Tan Thong Hoi workforce is relatively abundant with 23,628 people, accounting for 77% of the total population of the commune. In particular, workers in the agriculture, forestry and fisheries are 7965, accounting for 33.63% of the labor force of the commune; the rest 76.37% are working in the field of small industries, service commercial, civil servants, state employees, of which about 5,000 employees working in the business district and surrounding areas; this time there is still 1604 unemployment and only 21% (5.000/23.682) workers receiving short-term training to serve the needs of the enterprise. Number of labor force still in school age is 1,419, accounting for 6%.
10. Priority policies / Conditions to projects Incentives for enterprises to implement road construction projects along the canal 8 in the form of B.T contract: - To enjoy preferential import tariffs for goods imported for the construction of B.T under the provisions of law; - B.T enterprises are exempt from land rent and land use fees for the area used for construction of B.T during construction; - By the loose monetary policy, credit and stimulus packages to support the Government’s interest; - Corporate income tax for other projects depending on the applied field and investment areas in accordance with the provisions of investment law and the law on corporate income tax.
11. Market analysis – Need for the investment Demand / need for investment: The North-West Metropolitan Area Authority has its planning project on construction of rate 1/5000 approved Decision No. 4919/QD-UBND October 29, 2009 of People’s Committee of Ho Chi Minh City and is now complete, approved detailed plans to build a scale of 1/2000 of functional areas.
