Canal 7 is the priorities line of urban area, which has transport connections, inter- development of 135 ha higher education, college area relocated from the city center with nearby projects; from the Tam Tan to National highway 22. When it completed, it will have function as the backbone for urban expansion in the future. This road will be very important in terms of transport and urban development.

9.3. Power:

• The commune has a low voltage system length of 87.309 km

9.8 Human Resources:

Tan Thong Hoi workforce is relatively abundant with 23,628 people, accounting for 77% of the total population of the commune. In particular, employees working in the agriculture, forestry and fisheries is 7965, accounting for 33.63% of the social labor force, the rest 76.37% are working in the field of small industries, service commercial, civil servants, state employees, of which about 5,000 employees working in the business district and surrounding areas; this time was 1604 social workers in a state not employment and only 21% (5.000/23.682) trained labor short-term work to serve the needs of the enterprise. Number of employees still in school age is 1,419, accounting for 6%.

Incentives for enterprises to implement road construction projects along the Canal 7 in the form of B.T contract:

- To enjoy preferential import tariffs for goods imported for the construction of B.T under the provisions of law;

- B.T enterprises are exempt from land rent and land use fees for the area used for construction of B.T during construction;

- Support by the loose monetary policy, credit and stimulus packages to support the Government’s interest;

- Corporate income tax for other projects depending on the applied field and investment areas in accordance with the provisions of investment law and the law on corporate income tax

Market analysis - the necessary for investment Demand / need for investment: Ho Chi Minh City North-West Metropolitan Area Authority has its planning project on construction of rate 1/5000 approved Decision No. 4919/QD- UBND October 29, 2009 of People’s Committee of Ho Chi Minh City and is now complete, approved  detailed  plans  to  build  a  scale  of 1/2000 of functional areas. 

In order to accelerate the construction of technical  infrastructure,  essential infrastructure as a foundation for the development  of  northwest  urban  area  of  Ho Chi Minh City in progress, especially the project construction, operation and management of new infrastructure projects, particularly roads in urban areas; connected, in sync with the development of major projects in urban areas together have, is being implemented constructed and put into operation, use, create a connection of transport infrastructure projects in the urban area with a smooth outer boundary of the Urban Northwest.
