R&D, TRAINING AND INCUBATION ZONE (THE SCIENCE SPACE - SHTP)

The Research & Development, Training and Incubation zone (the SHTP’s“Heart”) is one of the key functional areas of Saigon Hi-Tech Park (SHTP), which is exclusively reserved for R&D, training and incubation activities. This area is intentionally designed to create “green” and conducive environment for research and high valued added activities.

III. Project 3: Research & Development, Training And Incubation Zone ( The Science Space )  Of Saigon Hi-Tech Park

Location: D1, D2 and D2b Road, Saigon Hi-Tech Park, Dist. 9

Area: 93.2 ha.

Objective: The Research & Development, Training and Incubation zone (the SHTP’s“Heart”) is one of the key functional areas of Saigon Hi-Tech Park (SHTP), which is exclusively reserved for R&D, training and incubation activities. This area is intentionally designed  to create “green” and conducive environment for research and high valued added activities. Once completed, SHTP’s “Heart zone” will:

•           Welcome research studies, S&T projects in collaboration with universities and research institutions, both local and overseas

•           Hosts R&D centers, technology transfer centers, centers of excellence, high tech training centers, business and/or technology incubators (by governments, private entities, high tech corporations,…)

Investment capital: VND 420 billion (approximately $US 2.3 million)

Total land area: 932,257 m2

Total construction area: 132,001 m2

Functional zone:

•           SHTP Science Space is zoned to consist of areas for R&D, training and incubation activities,

area for commercial services such as restaurants, hotels, area for public events such as central square, signature tower and “green” area including water bodies and green spaces, …

•           The central area is flexibly designed  to includes services such as: financial and commercial center,  conference and exhibition center, hi-tech museum, restaurant, refreshment room, department stores, book-stand, news-stand, book store, library, pharmacies, medical center, entertainment center, playgrounds, parks, walking paths, parking, etc.

Maximum construction density: 30 %

Minimum height: 1 floor Maximum height: 16 floors Land use co-efficient: 3

Green space ratio: 40 %

Incentives package:

+ Corporate income tax of 10% for 15 years in which the first 4 years of 0%, followed by 9 years of

5% and followed by the remaining 2 years of 10%. Corporate income tax following the tax holiday is 25%.

+ VAT & Import duty exemption for:

•           Equipment and machinery imported for the formation of the fixed assets of the project and spare 

parts and components attached thereto;

•           Construction materials imported to build the fixed assets of the project that are not produced

locally;

•           Materials and supplies, specialized means of transport over 24 seats included in the technological 

process of the project.

Zoning: The 1/5000 detail zoning is completed

Land rental:

For technical infrastructure developers: preferential rate

For investors, who are internationally recognized as high tech in their respective areas, to set up research houses, high tech training centers, incubators, centers of excellences: free land.

Infrastructure:

Power supply: Ground and underground medium voltage network – two 15/22 KV – 63 MVA x 2 switch– gear substations; Stable power supply with 2 independent national power sources from North and East of Thu Duc. Besides, SHTP is going to build a 24/7 turbine-gas  power plant to provide a redundancy source in the event of power shortage or disturbance.

Water supply: From the city’s water grid through Thu Duc and Binh An water plants; 9,500 – 24,300 m3/day supply capacity with high pressure pump stations.

Telecommunication: The broadband MAN (Metropolitan Area Network) in the model of “one network – multiple services”; wired and wireless data transmission; Interoperability between the national and international networks; Bandwidth supports high-speed Internet access: ISDN, xDSL, FE/GE 100M/1000M, WLAN 11/22Mbps.

Waste water treatment: 6 main drainage valleys with 6 local sewage stations; 2 waste water treatment plants with capacity of 5,000 m3/day, expandable to 20,000 m3/day

Traffic: At the center of the park and the crossroad of SHTP’s 2 back-bone roads: D1 and D2; easily access by the existing D1 road from Hanoi Highway (National Highway No. 1).

Calling for Investment mode: Calling for investment from local and/or foreign

Additional incentives: Technical infrastructure investor (s) to whom the project is awarded will support the Saigon Hi-Tech Park in the form of developing some of the Park’s facilities and key infrastructure items, and jointly define profit sharing plans for commercial services in the Heart zone and for the coop- eration.
