4. Estimated size, capacity, location, construction area, the work items, the demand for land use: - Length of route: 10.2 km - Building the high road (viaduct) composed of 4 lanes follow the alignment that has been approved by the Prime Minister 4.1 Location: Tan Binh, District 10, District 11, Binh Tan district - Ho Chi Minh City 4.2 Scope of project: - Building the Overhead road with 4 car lanes, 17.5m wide, the road below will be renovated, upgraded as planned. - Scale cross-section of research: + Driving lane: 4x3, 5m = 14m + Divider: 1x0, 5m = 0.5 m + Range Safety: 4x0, 5m = 2m + Handrail: 2x0, 5m = 1m - Traffic points arrangement: a total of 04 main traffic points and 04 locations for up-down road layouts. - Main traffic points: the intersection point (with overhead road No. 1 above), the ending point (the belt road No.2), points connected to the overhead road No. 3 and point connected to the belt road No.1. - The expected positions for arranging the up- down roads: Cach Mang Thang 8, Ly Thuong Kiet Street intersection – Bac Hai, Tan Hoa crossroads - Luy Ban Bich, located near the intersection of Tan Hoa - Lo Gom and Bau Trau canal.
5. Compatibility of the project with other fields, project selection criteria: The construction of the overhead road No. 2 is to improve the overhead road network of Ho Chi Minh City, in accordance with the planning.
6. Analysis, preliminary selection of technologies and technical conditions: 6.1. Selection structures (viaducts): a/ Rhythm structure: prestressed steel-enforced concrete box girder (strut type) due to advantages in transportation ,assembly, and economy. b/ Foundation structure, abutment: Choose solution foundation cast-in-situ concrete pile for the abutment because most projects go through populated areas, ensuring both construction and traffic; in order to minimize the impact to the residential construction, to avoid impacts on the environment. 6.2. Estimated occupied area: about 281,872 m2
7. Estimated construction progress: The construction schedule for about 4 years from the date of the project approved.
8. Preliminary determination of prices, costs of goods and services expected revenues from the exploitation of works under current regulations: The payback of construction capital goes through the exploitation of works (transportation fee, advertising fee, providing services along ...) and other exploitation of the land along the road.
9. Preliminary determination of the State participation and propose incentives and mechanisms to ensure the investment of the project: - State Capital participation: 30% capital, Investor: 70% (specific rate depending on the results of research projects) - State support for the investor: + Land clearance + Tax incentives + Access to preferential capital in the country and the international financial institutions.
10. Analysis of the overall effectiveness of the project: - Because the city can not afford to make adequate capital so that should be mobilized investment capital of the enterprise. Through this investment channels, the city has not only to develop transport infrastructure, but also to promote economic development, create more jobs, in addition, the investor invests to projects of exploiting the land in accordance to master plan which will contribute to accelerating the process of urbanization, improving people’s lives. |
