I. Information of the High-Tech Agricultural Park

2. Operation objectives of the High-Tech Agricultural Park

-           To enhance the process of industrialization and modernization of agriculture and rural following the policy of the Communist Party and Vietnamese Government. Including:

-           To establish the modern of agricultural production applying high technologies, as the base for the development of large area of agricultural production applying high technologies;

-           To have an effect on the change of the traditional agriculture to the modern agriculture with the application of high technologies;

-           To create agricultural products with high content of knowledge; Applying high technology on agricultural production in order to develop effective and sustainable agriculture.

3. Duty

-           Operating the activity of applied research, doing experiment, making demonstration plots of applying high technology on agriculture (including: technical procedure, establishing and making demonstration plots; researching and production of plant and animal varieties with high quality by the use of high technology);

-           Training and developing the human resource of agricultural high technology for Ho Chi Minh City;

-           Giving advisory, technology transfer, recommendation and multiplication of the model of agri cultural production applying high technology to farmers and enterprises in Ho Chi Minh city and other provinces;

-           International co-operating on the fields of research and development of high technology human resource;

-           Attracting investment and new technology to the agricultural hi-tech park of Ho Chi Minh city;

-           Organizing the activities of business incubation, helping to establish the agricultural companies applied high technology;

-           Collecting and supplying information about market to farmers to sale their high quality products;

-           Organizing the agricultural fair, exhibition and introduction of agricultural products produced by applying high technology.

4.Scale:

-           Total land area:     88.17ha

            In which: Area calling for investment   56.60ha

            Invested capital: VND 152 billion

 5.Main functions:

-           Producing a result, helping, conducing agricultural enterprises, farmer, who produces agricultural products with high technology, to get target a agriculture with high technology;

-           Training and developing the human resource of agricultural high technology and carrying out business, giving facilities to establish new companies of agricultural high technology, not only on technology, but also on organization and operation.

6.Functional zoning

-           The center of Administration.

-           Research Lab and product exhibition area.

-           The area for Greenhouses.

-           The center for Training and Technology transfer.

-           The area for Post harvest technology.

-           The area for Eco-tourism.

-           The area for investment.

6. Fields calling for investment

-           Producing orchids, ornamental plants, flowers

-           Producing mushrooms, medicine plants

-           Producing transplants

-           Producing safe vegetables

-           Producing biological products for agriculture

7.Infrastructure of the High-Tech Agricultural Park

Once completion, the High-Tech Agricultural Park will own the following comprehensive facilities:

-           Office building;

-           Agricultural display and sale building (including areas for agricultural product fair)

-           Technology transfer and training building;

-           Guest-house for experts

-           Storehouse

-           Forestry biology zone including man-made lake, landscape, green tree etc serving for training, study and ecological tourism.

-           Power system with capacity of 1,190KVA, standby generator with output of 400KVA; electric power is provided to the fence of the investors along the main traffic road in the Park.

-           Production water is taken from Dong channel; daily output reaches 4,000m3. Water is treated preliminarily and supplied to hydrants at fence of the investors along the main traffic road in the Park.

-           All the zones in the park are connected by an internal road system.

In addition, the Park is also furnished with telecommunication system such as telephone, ADSL

2-10Mb/s internet line, fire prevention and extinguishing system, lightening prevention system etc. The park is very convenient for transportation for its location along Pham Van Coi Street.

8.Current condition

+ Land: having received Land handover Decision No. 917/2008/QĐ-UBND issued by Ho Chi Minh

City People’s Committee on 09 March 2007.

+ Infrastructure: The High-Tech Agricultural Park is implementing the construction of infrastructures serv- ing for projects owned by internal and external investors, two work items (mine and explosive explora- tion and fence) had been completed; the construction works of transportation system, water discharge system, sewage water discharge system and water supply system are under progress of fulfilling proce- dures and expected to commence their constructions on mid-August 2008. Underground water, surface water and sewage water treatment facilities are prepared for bid and expected to construct at the end of quarter III of 2008. Other work items will be implemented according to the schedule and completed at the end of 2009.

+ Criteria of high-tech agriculture: The Management Board of High-Tech Agricultural Park issued Decision

No.33/QĐ-NNCNC on 20 May 2008 on Criteria of high-tech application in agriculture.

 + Incentive policy for investors in the High-Tech Agricultural Park: Ho Chi Minh city People’s Committee issued Decision No. 35/2008/QĐ-UBND on 06 May 2008 on Investment attraction entity and framework and incentive policy for investors in the High-Tech Agricultural Park.

+ Calling for investment in the park: The Management board has considered  and contacted with 18 in- vestors who had registered. Twelve of them have contacted with the board in order to complete registra- tion procedures, at the same time, the aboard organized meetings  and approved  six (06) projects of six (06) investors in the park with area of 30.7507ha accounting for 54.39% of total area (this area is excluded from 5.9534ha handed over to High-tech agriculture Research and Development Center under the Man- agement Board). Under direction and assistance of the board, above mentioned investors are now trying their best to fulfill procedures for issuing investment certificate and land lease procedure.

II. Incentive policy applicable to investments in the High-Tech Agricultural Park

1. Land rental and infrastructure maintenance costs

a- City authority invests in construction of infrastructure in the High-Tech Agricultural Park in order to serve for research, production and training activities of the investors in the park. The investors of the High-Tech Agricultural Park, who wish to lease land for agricultural research, production and training, will have to pay agricultural land rental as regulated by the Government (not including investment costs for construction of infrastructure)

- Rental period is varied corresponding each project of the investor, however, does not exceed 50 years. Land rental is paid annually.

- The investors are entitled to enjoy incentive policies of land rental exemption and reduction as regulated by the Government.

b. For infrastructure maintenance cost: The investors have to pay infrastructure maintenance cost equivalent to 50% of maintenance cost as regulated by the Government; the investors who conduct research and development project and technology transfer (without production activities) or training

of scientific and technological labor force meeting  the requirement of high-tech development, will be exempted from infrastructure maintenance cost.

- Infrastructure maintenance cost is paid annually and unchanged for five (05) years

c. Within twelve (12) months, in the event that the investor does not operate or misuse the land as registered, unused or misused area will be reclaimed unconditionally.

2- Water supply and treatment prices

- For irrigation water: water will be supplied to the irrigation hydrant of each investor without cost. But the investor will have to pay costs for water treatment and pumping.

- For domestic water and water for other purposes: the investor will pay water cost in accordance with water tariff issued by the city as well as sewage water treatment charge.

3. Electric power and telecommunication prices:

- Electric power and telecommunication prices (telephone, internet): as tariffs issued by the ser- vice providers.

4. Employment of foreign expert in high-tech agriculture

Ho Chi Minh City People’s Committee agrees policy of employing foreign expert in high-tech agriculture to work in the High-Tech Agricultural Park of the city. The High-Tech Agricultural Park Man- agement Board will base on necessity, requirement and function of management and scientific and technological study at each period, thesis and project. The board can refer to expert’s income working in high-tech agriculture in other countries in the region as well as their specific salaries.

5- Specific incentives for pioneer organizations:

- Giving priority to the five (05) first investors in the park such as selection of favorable land lot in accordance  with detailed master plan of the High-Tech Park.

6. Service assistance:

High-Tech Agricultural Park Management Board will act as a center providing service assistance to investtors in the High-Tech Agricultural Park in administrative procedures such as multi-entry visa, visa exten- sion and others related to operations of the investor in the High-Tech Park.

III. Area expansion projects:

1.Project 1: Area for cultivation and dairy cattle farming at Pham Van Coi Commune – Cu Chi Dis- trict – HCM City

Project Scale: 61 ha; of which 54,9 ha is for cultivation (orchids, vegetables, ornamental plants, medical plants and forest tree seeds); breeding  (beef cattle with hi-tech) and aquatic product (ornamental fist) Investment capital: VND 379 billion

Timing: From 2010 to 2012

Infrastructure: The infrastructure construction is sponsored by the government.

2.Project 2: Area for cultivation and poultry farming at Pham Van Hai Farm – Binh Chanh District – HCM city

Project Scale: 100 ha; of which 70 ha is for cultivation (orchids, ornamental plants); breeding  (beef cattle with hi-tech) and aquatic product (ornamental fist)

Investment capital: VND 442 billion

Timing: From 2011 to 2014

Infrastructure: The infrastructure construction is sponsored by the government.

3.Project 3: Area for aquatic product production at Hao Vo, Long Hoa Commune, Can Gio Ward – HCM City

Project Scale: 84 ha, of which 58.8 ha is calling for investment

Investment capital: VND 381 billion

Timing: From 2011 to 2014

Infrastructure: The infrastructure construction is sponsored by the government.
